Deputy of the Krasnoselsky Municipal District of Moscow. He was detained on 26 April 2022 following a search of his home. The following day, the court ordered him to be remanded in custody in connection with a criminal case concerning the dissemination of knowingly false information about the Armed Forces. The charge stemmed from remarks he made at a council meeting, where he questioned the appropriateness of holding a children's drawing competition while children were dying in the war. On 5 May, the court limited Gorinov’s time to review the case materials to just one day—until 6 May—despite the fact that he had only begun familiarising himself with the case on 4 May, and spent most of 5 May attending court. The Moscow Helsinki Group reported that he was being held in inhumane, punitive conditions: the cell, designed for four people, housed seven, and at times he had to sleep on the concrete floor. On 8 July, Gorinov was sentenced to seven years in a general-regime penal colony. In September, it became known that the hearing on his appeal would be held behind closed doors. The presiding judge later explained that this decision was made for security reasons, as the judge in the original trial at the Meshchansky Court of Moscow had previously received threats. On 19 September, the appellate court reduced Gorinov’s sentence by one month. In December, it was reported that Gorinov was not receiving medical care in the colony. After the situation gained public attention, he was transferred to a hospital attached to a neighbouring colony. On 29 June 2023, Gorinov wrote in a letter that he was being woken every two hours at night as part of a check to ensure he had not escaped. In October 2023, Gorinov was transferred to a pre-trial detention facility after it emerged that a new case had been opened against him—this time for the public justification of terrorism, allegedly due to comments made during a conversation with other inmates in the prison hospital. While in remand, he was regularly subjected to searches and was not receiving letters. He was later returned to the penal colony. There, he reported being forced to clear snow despite suffering from high fever. In December 2023, a lawyer who visited Gorinov said that he was in very poor health—he had difficulty sitting or speaking. According to Gorinov, he was suffering from acute bronchitis, a high temperature, constant chills, and breathing difficulties. Despite this, his medication had been confiscated and not returned. The prison doctor only checked his temperature and then left. In March 2024, a letter from Gorinov revealed that he was again being deprived of sleep under the justification that he was an escape risk. He was subsequently registered as suicide-prone. On 29 November 2024, in the case concerning the public justification of terrorism, Gorinov was sentenced to three years in a high-security penal colony. The day before, he had also been officially registered as being prone to terrorist activity. In December 2024, it became known that the heating in Gorinov’s cell had been switched off and he was not provided with a blanket. Shortly after public reports of the situation, the heating was restored.
